A security mechanism used to limit the number of PIN entry attempts a cardholder can make (usually limited to three attempts). Note: The counter is used to record the number of incorrect PIN entries for a transaction; the value of the PIN attempt counter is the number of remaining allowed PIN attempts. This counter is used to prevent the PIN from being "guessed" by a fraudster who would repeatedly enter many different PIN combinations.
